A Business Analyst is needed for our public sector client in their locations in the GTA. This is a long term contract to gain Ministry experience and be part of a dynamic environment.

Roles and Responsibilities

  • Identification and mapping of common data elements to promote standardized data collection and reporting, including options and analysis (legal, fiscal, etc.) of common data elements mapped onto performance indicators, key socio-demographic information, and unique identifier(s) to linking of data across the system;
  • Analysis and documentation of existing provincial information flows and data repositories in support of the Data and Quality Strategy;
  • Leading and conducting business analysis and documentation of sector priorities for primary and secondary use of data and map business requirements in such a way that I&IT solutions can be determined to advance the Upgrade Phase 2 Product Roadmap and Data and Quality Strategy;
  • Analysis of industry best practices through literature reviews, environmental scans and engagement with key stakeholders as it applies to the Data and Quality Strategy and Phase 2 Project, including de-identification practices, service tracking and implementation of a provincial minimum data set;
  • Conducting business modeling, use case modeling, conceptual and logical data modeling, process and data flow modeling, use case surveys, business rules definition and non-functional requirements definitions;
  • Developing business test cases, business test scenarios and business use cases to ensure that the implemented solution will meet business needs;
  • Use of sound business requirement and testing best practices, standards, processes and tools to ensure excellence in project delivery;
  • Working with the Project Manager and Project Lead to support the analysis of data governance best practices within data standards, stewardship, quality, privacy and analysis for the minimum data set and IAR environments;
  • Working with the project team, technical and operational groups to support key business activities related to IAR application / system upgrades, hardware and software changes, database configurations and change management;
  • Supporting the Project Manager and Project Lead with recommendations to resolve issues in support of delivery, timelines, scope and budget;
  • Providing input and recommendations to current and future initiatives, supporting transitional and operational activities, and performing other duties as required.


Qualifications and Experience

  • Experience conducting business modeling; use case modeling; conceptual and logical data modeling; process and data flow modeling; use case surveys; business rules definition and non-functional requirements definitions;
  • Experience supporting testing activities including developing test cases, test scenarios and use cases to ensure that implemented solutions will meet business needs and ensure the completion of the user acceptance test cycle with business users;
  • Demonstrated understanding and experience working with administrative health and clinical data necessary to support the development of a provincial scorecard for the Mental Health and Addictions sector, including knowledge of common provincial data repositories, data dictionaries, and standardized data collection and reporting;
  • Experience applying technical solutions to address business objectives in the integration and management of IT products and services;
  • Experience conducting field-level data mappings and documentation of enterprise data dictionaries;
  • Proficiency with Microsoft Office tools including MS Project, PowerPoint, Word, Excel, Visio and data structures and other industry standard business modeling tools;
  • Experience using strong interpersonal, verbal and written communication skills to consult and collaborate with key stakeholders in the healthcare system including health service providers, LHINs, and/or Ministry;
  • Demonstrated ability to effectively work with cross functional project teams and in a highly matrix environment.
