Apply your knowledge of business and public administration skills with assisting large organizations in analyzing and implementing business process modelling, process re-engineering, process improvement, organizational design, strategic plans, business analysis and requirements management when you join the Information & Technology Division as a Business Transformation Consultant.

In this temporary, full-time opportunity within our Business Transformation Unit, you will provide analytical services that contribute to, and support, business process improvements in the transformation of City services that use Information Technology (IT) assets and processes.


Your primary responsibilities as Business Transformation Consultant will be varied. Specifically, you will:

  • Provide process analysis, and business process re-engineering to support a variety of projects and initiatives, ensuring both business and technology related solutions adhere to adopted methodologies, standards, regulations and/or policies.
  • Design, modify and document business processes in accordance with the Business Process Model and Notation (BPMN) standard.
  • Support business process improvement initiatives through the identification, analysis and documentation of gaps between current and desired end state processes; identify service/system process integration points, opportunities for standardization, simplification and process automation.
  • Elicit, validate and manage business requirements over a technology project life cycle.
  • Provide documentation, including but not limited to process models, business requirement definitions, cost estimations, environmental scans, and technology roadmaps in support of all stages (Concept, Definition, Planning, and Execution) of a project or initiative.
  • Make recommendations to stakeholders on changes in business methods and processes, including appropriate staffing levels, resource allocation, and alternate service delivery options.
  • Conduct analyses to measure the effectiveness of technology solutions and service delivery methods and processes.
  • Evaluate and make recommendations on alternative methods of delivering information and technology solutions.
  • Design or modify information technology solutions for administering the delivery of services and tracking the cost and effectiveness of service delivery.
  • Prepare reports to management supporting recommendations on changes in technology solutions, business methods and business processes including appropriate staffing levels and resource allocation.
  • Conduct studies on the feasibility of integrating technology and processes to deliver a range of support services.
  • Document or contribute to service visions, use cases, use case models and supplementary specifications including screen mock-ups, report mock-ups and business rules.
  • Initiate and conduct, in coordination with divisional business representatives, research and analysis on opportunities to employ emerging technologies and process redesign to deliver City services.
  • Identify potential information technology business integration opportunities through knowledge of industry trends and related divisional information technology projects.
  • Prepare business cases, project charters, concept documentation, project plans and related materials that contribute to City initiatives and the effective use of IT assets and services that will lead to service efficiencies and optimization of resources.
  • Implement detailed plans and recommends policies/procedures regarding program specific requirements.
  • Conduct research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Provide input into and administer assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Organize, participate and conduct proof-of-concept initiatives with client stakeholders that will assist in the determination of adopting new technologies and processes.
  • Provide support, in collaboration with the client community and with key inputs from all IT sections, to a central library of concepts that will streamline capital business case creation and contribute to the overall IT Portfolio.
  • Liaise and communicate with other members of Architecture and Portfolio Delivery and IT service providers to ensure optimization of efforts and increased cross-collaboration.

Key Qualifications:

Your application for the role of Business Transformation Consultant should describe your qualifications as they relate to:

  1. Post-secondary education in business or public administration, computer sciences, industrial engineering, or in a discipline pertinent to the job function or an equivalent combination of education and experience.
  2. Extensive experience analyzing and implementing business process modelling, business process improvement, organizational design, strategic plans, and management structure development.
  3. Extensive experience in business analysis, including elicitation and management of business requirements, and contributing to RFQ, RFP and RFI processes.
  4. Experience using a variety of software packages including process design software (e.g. Visio), business requirements management and quality assurance tools (e.g., Blueprint, HP QC), project management software (e.g., MS Project) and MS Office (e.g., Power Point, Excel, Access, and Word).
  5. Experience in the Information & Technology Industry.
  6. Superior analytical, interpersonal and problem-solving skills.
  7. Excellent oral and written communication skills.
  8. Ability to work with minimum supervision.
  9. Good organization skills with the ability to handle multiple tasks and projects concurrently and meet deadlines.
  10. Familiarity with municipal government legislation.
