Metrolinx is an agency of the Government of Ontario and our goal is to create a transportation network that enhances the prosperity, sustainability and quality of life for the Greater Toronto and Hamilton Area. It leads the planning in the region with its Regional Transportation Plan that guides the work and investments of the organization. It builds light transit, bus rapid transit and Regional Express Rail and operates GO Transit, UP Express and PRESTO.

Our Human Resources Division is seeking to hire a HR Business Partner. The HR Business Partner will report to, and work with, the Senior manager, HR Business Partner, to provide divisional/business unit managers strategic and consultative services on established and developing HR and workforce planning processes, programs and policies

Key Responsibilities:

  • Proactively develops and maintains effective business relationships within assigned client group(s), including in unionized environments, ensuring the integration of program planning and business needs with the appropriate HR strategies, services and supports.
  • Advises and coaches managers and employees in order to facilitate overall compliance with HR policies, processes and procedures
  • Participates in the enterprise-wide annual business planning process to assess and plan future workforce needs, headcount growth requirements and implications on organizational structure meeting short and long term business priorities. 
  • Advises and assists leaders in determining and assessing ongoing workforce planning needs through continual examination and alignment of positions, job descriptions, headcount and organization structure in consideration of business short and long term needs.
  • Provides proactive HR leadership, advice, and guidance to employees and management regarding a variety of HR operational and strategic HR issues; Analyzes labour relations risks and seeks and consults internally with Employee Relations/Labour Relations colleagues 
  • Supports management in addressing performance management issues. 
  • Uses existing HR and business data to research, review and analyze various human resources management issues, trends, etc.
  • Liaises and builds positive working relationships with management, employees, internal colleagues, and relevant external contacts
  • Integrates the full range of HR services and supports required by the client to meet their business goals and people leadership requirements ensuring a balance between helping clients meet their business goals effectively and exercising HR controllership and ethical accountabilities
  • Identifies, assesses, develops and evaluates overall business impacts and HR risk management strategies associated with achieving business plans; develops and recommends changes in organizational capacities, restructuring and organizational and business changes.
  • Implements change management and intervention strategies to support major projects and transformational plans that have impact on HR
  • Contributes and identifies improved methods / techniques to compile and distribute data and metrics related to HR activities and functions
  • Coaches people managers and leaders on the various aspects of HR management, and helps them find best practices and solutions
  • Translates client business strategies into HR strategies and drives development of focused HR strategies/plans

Location:Union Station - 97 Front Street West, Toronto, ON.

Qualifications
  • Completion of a degree in related discipline or an advanced/specialist certification with equivalent years of post-secondary education.
  • Minimum six (6) years of progressive experience with large scale, complex, strategic human resources, client relationship management and/or customer-facing roles, including experience as an account manager, preferably within a transportation industry and/or a high profile public sector organization. Experience in a unionized environment is a strong asset.
  • Demonstrated, strong functional expertise in all HR disciplines, programs and practices.
  • Demonstrated knowledge and expertise in labour relations, in both a unionized and non-unionized environment.
  • Demonstrated knowledge of legislation related to accommodation for Persons with Disabilities, return to work policies and absenteeism.
  • Knowledge of business planning including business processes, organizational effectiveness and performance review.
  • Conceptual diagnostic, research and analytical skills to assess business requirements and complex strategic, policy, and business issues.
  • Excellent written skills to prepare business cases, document issues synthesizing the essence of issues, risks and mitigation strategies.
  • Consultative and decision-making skills to advise and develop client HR solutions that are focused on continuous improvement.
  • Demonstrated ability to build effective partnerships with clients, Centres of Excellence and colleagues.
  • Knowledge of project management concepts, to oversee and coordinate various HR initiatives, projects, activities and services.
  • Political acuity, to recognize, and take into account, sensitive political situations.
  • Proven initiative and ability to pro-actively develop solutions-based strategies to manage a variety of issues as the HR Business Partner.
  • Collaborative approach, customer service and results orientation to deliver results quickly, effectively and consistently.
  • Active listening skills in order to understand the full extent of issues, concentration to analyze issues. and agile and demonstrated flexibility to multitask and deal with interruptions for urgent requests for information.
